On November 19, 2024, the Ministry of Industry and Information Technology (MIIT) of China released the draft Requirements for the Restricted Use of Hazardous Substances in Electrical and Electronic Products (20231685-Q-339) for public comment. This new mandatory Chinese national standard is intended to replace the currently effective China RoHS standard, GB/T 26572-2011, along with its amendments. Once these changes have taken place, it will establish an updated admission condition for electrical and electronic products entering the Chinese market.

The deadline for submitting comments on this draft is January 18, 2025.

This draft specifies the limit requirements, marking requirements, and conformity assessment requirements for hazardous substances in electrical and electronic products produced, sold, and imported in China.

The main revisions highlighted in the new draft include the addition of:

  • Three terms and definitions: "environment-friendly use period," "catalogue for compliance management of restricted use of hazardous substances in electrical and electronic products," and "exception" (see 3.6, 3.7 and 3.8)

  • Classification management requirements for the restricted use of hazardous substances in electrical and electronic products (see Clause 4)

  • Requirements for marking of the restricted use of hazardous substances in electrical and electronic products (see Clause 6)

  • Requirements related to the declaration of conformity for the restricted use of hazardous substances in electrical and electronic products (see Clause 7)

  • Requirements related to inspection rules (see Clause 8)

ANSI encourages interested members to submit comments directly to MIIT following the instructions, using the template form on this webpage before the deadline.

See the full Chinese text of the draft standard, and the official drafting explanation in Chinese, which addresses the context, timeline, major changes, relationship with relevant regulations and other mandatory standards, and additional background information.
